Deans to be elected at Law university

Tashkent State University of Law will introduce the election of faculty deans and department heads. This is stated in the Presidential decree “On Measures to Further Reform Legal Education and Science in the Republic of Uzbekistan,” adopted on November 26, 2025.

According to the decree, Tashkent State University of Law will implement the election of faculty deans, department heads, and center directors. They will be elected for a term of two academic years, and no individual may serve more than two consecutive terms in these positions.

Heads of academic departments and centers will serve as deputies to the faculty deans. Departments will consist of teaching staff, and their leaders will be equated with department heads.

From the 2026/2027 academic year, the university will introduce a pilot system of practical training based on clinical and dual education principles. For second, third-, and fourth-year students, 50% of legal education programs will be conducted in classrooms, and 50% in courts, law enforcement agencies, and other legal organizations.

Starting from the 2027/2028 academic year, other state higher education institutions offering the “Jurisprudence” program will implement practical and dual education systems based on the University’s experience.

The decree establishes a system of sectoral faculties to integrate education, research, and practice, composed of academic departments, research centers, and practical and career centers. Academic departments will be organized based on university departments, including subdivisions. Research centers will consist of scientific staff who study problems and gaps arising in legal practice using scientific methods.

The university will be authorized to employ third- and fourth-year students in state organizations, notary offices, and law firms as legal assistants or junior legal counselors.

From the 2026/2027 academic year, an AI-based system for assessing lesson quality will be introduced. The system will:

  • Determine students’ interim knowledge levels;
  • Allow final assessments to be evaluated by AI, limiting human bias.
  • Launch an international education program in “Digital Law,” with admissions conducted through IQ testing in cooperation with specialized foreign organizations. Candidates must have a B2 level in foreign languages or an equivalent international certificate, and classes will be conducted in English and other languages.

From the 2026/2027 academic year:

  • A special three-year program will be available for graduates of the university’s academic lyceum, legal technical schools, and individuals with higher education, preparing personnel for bachelor’s programs based on competitive selection.
  • An academic lyceum will be established at the Kashkadarya Legal Technical School under the university.

Additionally, from the 2026/2027 academic year:

  • Bachelor’s graduates in “Jurisprudence” and “Public and Social Administration” will be allowed to teach the state and legal foundations subject in general secondary schools without retraining courses;
  • A test to assess legal knowledge will be introduced, with results leading to the issuance of a state-standard certificate.

From March 1, 2026, a two-year master’s program will be introduced at the university for graduates of disciplines other than the “Jurisprudence” bachelor’s program.
