State grant quotas for undergraduate and graduate studies approved

The parameters for admission to state higher education institutions based on the state order for the 2025/2026 academic year and the following three academic years have been approved. This is outlined in the Presidential Decree “On Approval of the Parameters of the State Order for Admission to State Higher Education Institutions,” signed on July 18.
According to the decree, the number of state-funded places for full-time bachelor's programs is set as follows:
- 2025/2026 academic year – 35,500;
- 2026/2027 academic year – 36,023;
- 2027/2028 academic year – 36,460;
- 2028/2029 academic year – 36,761.
For full-time master’s programs, the approved quotas are:
- 2025/2026 academic year – 9,922;
- 2026/2027 academic year – 10,191;
- 2027/2028 academic year – 10,477;
- 2028/2029 academic year – 10,784.
The Ministry of Higher Education, Science and Innovations will also submit proposals to the State Commission on the following matters:
Distribution of 1,320 state grants allocated to foreign higher education institutions, their branches, and non-state higher education institutions operating within the country;
Allocation of 30 state grants by educational field for young compatriots living abroad who wish to study at state higher education institutions;
Distribution of 4,000 state grants for women, in cooperation with the Family and Women's Committee.
For reference, under the Regulation on the Procedure for Providing and Redistributing Grants to Students in Higher Educational Institutions, approved by a government resolution, a student on a state grant may be transferred to a tuition-based contract if their academic performance is unsatisfactory. Conversely, a contract-based student may be awarded a state grant for high academic achievement. According to the decision of the university board, the final list of students awarded educational grants must be published on the official website of the higher education institution by August 25 each year.
