Details emerge on the activities of the “Peace Council” and Trump’s powers

According to a draft resolution of the “Peace Council” that has not yet been signed by US President Donald Trump, he would be granted broad powers as Chair of the organization. This was reported by The New York Times.

According to a copy of the draft resolution obtained by the publication, the US President would have the authority to appoint senior officials responsible for governing the Gaza Strip, as well as to distribute responsibilities among them.

These positions include that of a “High Representative” for the Gaza Strip, who would oversee the activities of the governing authority in the enclave. The appointment of a commander for international stabilization forces to be deployed to ensure security is also envisaged. In addition, Donald Trump would be granted the authority to approve resolutions and to suspend their implementation in emergency situations.

According to the publication, the document was finalized on January 22 of this year but has not yet been signed by Trump. If signed, the resolution would enter into force. This was confirmed by three officials familiar with the document and who verified its authenticity. At the same time, it remains unclear whether the document represents the final version of the resolution, as sources indicate that it is still under discussion.

The article notes that the document resembles a United Nations Security Council resolution and is viewed as an attempt to formalize certain plans of the “Peace Council” regarding the Gaza Strip.

Under the draft resolution, the “Peace Council” would coordinate the reconstruction of Gaza — a massive project expected to cost tens of billions of dollars and take years to complete. The plan also includes facilitating the delivery of humanitarian aid to the enclave.

The document further stipulates that individuals and organizations with a proven history of cooperation with Hamas, infiltration, or exerting influence would be barred from participating in the governance or reconstruction of Gaza.

The draft resolution also details the role of former UN Special Coordinator for the Middle East Peace Process Nikolay Mladenov, who has been appointed by the White House as the first High Representative for Gaza. According to the document, Mladenov would oversee the National Committee for Gaza governance — a body composed of Palestinian technocrats — supervise police forces, and lead overall day-to-day operations.

It should be recalled that on January 22 of this year, President of Uzbekistan Shavkat Mirziyoyev signed the Charter of the “Peace Council,” established at the initiative of Donald Trump. For this purpose, he traveled to Davos at Trump’s invitation.

In addition to the United States and Uzbekistan, the Charter was also signed by Armenia, Argentina, Azerbaijan, Bulgaria, Hungary, Indonesia, Jordan, Kosovo, Pakistan, Paraguay, Qatar, Saudi Arabia, Türkiye, the United Arab Emirates, Kazakhstan, and Mongolia.
