State Security Service warns Uzbek migrants in Russia about criminal movement

The State Security Service of Uzbekistan has issued a warning regarding the growing influence of criminal groups and subcultures among young people, including labor migrants working abroad—particularly in the Russian Federation. One such movement, known as “A.U.E.”, has been flagged as a serious threat.
The agency emphasized the importance of vigilance, calling not only on parents but also on Uzbek labor migrants to be attentive to their safety, freedom, and the company they keep while abroad.
The acronym “A.U.E.” stands for “Arestantsky Uklad Edin” or “Prisoner’s Rule is One”. The group promotes “thieves' laws” and prison subculture as a lifestyle. Originally formed in Russia, A.U.E. has been officially recognized as an extremist organization in the country since 2020, with its activities punishable under criminal law.
Despite the ban, the influence of A.U.E. continues to reach some Uzbek nationals temporarily residing in Russia. According to media reports and official statements, several Uzbeks have faced criminal charges in Russia in recent years for participating in or promoting the movement.
“This situation not only puts their personal freedom at risk but also harms the international image of Uzbek citizens,” the Security Service warned.
Authorities note that recruitment into the group is often carried out online—through social media, messaging apps, and video-sharing platforms. Members use coded language and phrases such as “fraternity”, “common cause”, and “law by concept” to appeal to vulnerable individuals, including migrant workers.
The agency stressed that association with A.U.E. is far from harmless: joining such a movement leads to direct involvement in criminal activity.
Under Russian law, participating in or supporting A.U.E. can result in severe penalties, including fines ranging from 300,000 to 600,000 rubles, corrective labor from 1 to 4 years, or imprisonment from 2 to 6 years.
