The winter transfer period between state higher education institutions will start on December 20. This is outlined in the resolution “On Organizing the Admission Process to State Higher Education Institutions.”
It is noted that the transfer process will only be allowed for two specific valid reasons and must be done in person, with the student or their close relative submitting the documents offline.
According to the resolution, winter transfers are permitted only between state higher education institutions and under the following two valid circumstances:
- If a student gets married and wishes to transfer to a university in the area where their spouse permanently resides;
- If the workplace of a government employee changes, and they want to transfer the studies of their spouse or minor child (in this case, a recommendation letter from the relevant ministry or agency head is required.
Applications will be submitted offline to regional working groups from December 20 to January 20. Online applications will not be accepted, and filling out forms via the website is not allowed.
Students (or their close relatives) must personally submit the following documents:
- An application for transferring studies (the form is provided by the regional working group and filled out on-site);
- A copy of the grade book or an academic certificate/transcript in the prescribed format (one of these is sufficient);
- A copy of the passport;
- Relevant documents confirming the valid reasons mentioned above.
To ensure the successful implementation of the winter transfer process, working groups have been established at the responsible universities, and all related issues will be addressed through these groups.
