From September 1 of this year, stricter legislative measures against devices that heat tobacco products (such as IQOS) and electronic cigarettes (vapes), particularly “K-pods” and vapes containing etomidate, have come into force in Singapore. Following these changes, citizens of Uzbekistan residing in the country have been officially warned.
It is emphasized that the import, sale, possession, and use of electronic cigarettes, tobacco-heating devices, and similar products in Singapore are strictly prohibited.
In particular:
- A fine of up to 2,000 Singapore dollars is imposed for possession or use.
- A fine of up to 10,000 Singapore dollars or imprisonment of up to 6 months is imposed for more serious violations (up to 20,000 Singapore dollars or up to 12 months in prison for repeated offenses).
- Repeat offenders may be subjected to compulsory rehabilitation and subsequent criminal prosecution.
Singapore also classifies K-pods as drug-related devices, while etomidate is officially listed as a Schedule S controlled substance.
Possession or use of these items is punishable by mandatory probation and participation in a rehabilitation program. Repeat offenders may face criminal prosecution. Smuggling such items is punishable by 3 to 20 years of imprisonment and 5 to 15 strokes of the cane, while selling or distributing them carries a penalty of 2 to 10 years in prison and 2 to 5 strokes of the cane.
The law applies equally to Singaporean citizens and foreign nationals, including students and work visa holders. Violations of the law can lead to:
- arrest and imprisonment;
- heavy fines;
- deportation and a re-entry ban.
Citizens of Uzbekistan are therefore strongly advised not to bring or use electronic cigarettes or similar devices when traveling to or residing in Singapore.
It should be noted that Uzbek citizens in the Far Eastern Federal District were previously warned following an earthquake in the Kamchatka Territory of the Russian Federation.
