Super-contract is canceled in Uzbekistan?

Social media has been circulating claims that the super-contract system has been completely canceled in Uzbekistan. The Ministry of Higher Education, Science and Innovations has responded to these reports.
According to the ministry, these claims are not true. The resolution of the Cabinet of Ministers dated September 13 of this year, titled “On the Approval of Regulatory Legal Acts Regulating the Admission Process to Higher Education Institutions,” repealed the previous resolution “On the Approval of Regulations on the Procedure for Admission to Higher Education Institutions, Transfer, Reinstatement, and Expulsion of Students,” adopted on June 20, 2017.
Previously, according to that procedure, applicants who scored less than 56.7 points in the entrance exams were allowed to study in the first academic year if they paid a fee equal to twice the maximum amount of the increased fee-contract established for their educational field (in some cases 10 times or more higher than the standard fee-contract amount for that academic year).
Currently, this procedure has been canceled.
Now, the fee-contract amounts are determined based on the following scale relative to the basic fee-contract amount:
- For applicants who are short by up to 1.05 points – 1.5 times the basic fee-contract amount
- For applicants short by 1.06 to 2.05 points – 2.0 times the basic fee-contract amount
- For applicants short by 2.06 to 3.05 points – 2.5 times the basic fee-contract amount
- For applicants short by 3.06 to 4.05 points – 3.0 times the basic fee-contract amount
For applicants who are short by more than 4.05 points from the admission threshold, the amount of the differentiated payment-contract will be determined by the rectors (directors) of higher education institutions, but it cannot be less than three times the basic fee-contract amount.
It should be recalled that earlier, based on the relevant minutes of the meeting of the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan, the payment-contract amounts for undergraduate and graduate students of higher education institutions for the 2025/2026 academic year had been approved.
